This is made from a power ranking algorithm that I have developed. It works similar to chess Elo ratings and the Microsoft TrueSkill Ranking System. After each game, a certain amount is added to the winner's rating, and a certain amount is deducted from the loser's rating. The amounts are not necessarily symmetrical. Beating a good team is worth more than beating a bad team, so schedule strength is indirectly a part of the calculation. There is no direct bonus for being in a strong conference however. Because of the way the system works, more recent games get more weight than those less recent. For example, as of 2/25/2013 Memphis (24-3, 18 game winning streak) is ranked ahead of Duke (24-3, 9-3 in their last 12 games).
